Is it public record to find out a settlement in court?

If someone had a civil matter in the past, is it public record, and how can you find out? Monroe County in NY

   unless a minor was involved or it was sealed for other reasons you should be able to find out.

   If they settle OUT of court..it can be sealed…if a Judgement is given it is public record
